The USGA was created because Americans needed golf rules?

The United States Golf Association (USGA) was founded in 1894 after several clubs recognized the need for a unified set of rules and a governing body for the rapidly growing game. Before the USGA, different clubs often followed slightly different versions of the Rules of Golf, making interclub competitions confusing and inconsistent.

The immediate catalyst came when two separate organizations each claimed to have staged a national amateur championship. To settle the confusion, representatives from five leading clubs formed the USGA to standardize the rules and oversee national competitions.

Later that same year, the USGA organized the first U.S. Amateur Championship, followed by the inaugural U.S. Open in 1895. Today, the USGA continues to govern golf in the United States and Mexico, working alongside the R&A to produce one unified set of Rules of Golf used around the world.
